Maybe an unlikely choice, but I actually think Boston, especially chinatown in Boston is incredibly cyberpunk. Yes, I might be biased since I went to school in Boston and a huge fan of the Fallout series. If I had to give a structure / area outside chinatown, the trench that the commuter lines and orange-line run through are incredibly cyberpunk.
