Vancouver housing is expensive, but that doesn't have anything to do with Vancouver's transportation planning.
Vancouver's housing affordability problems are a result of a combination of speculative foreign investment, government incentives propping up the housing industry, and the end of greenfield/brownfield areas for development.
Further housing growth in Vancouver will require densifying existing single family home areas, which is politically painful.
Toronto is experiencing the exact same housing affordability problems, and their transportation system is dramatically different from Vancouver's. It is more car oriented with a highway funnelling traffic into town, and has poorer public transit and cycling options.
