Total traffic may be reduced by other changes. Instead of eating in one place, they go somewhere they like a little less but which is a lot closer. Or they may stay home and cook instead. Instead of going to the mall they want to, they may go to a superstore near by or just order online. Another user pointed out that reducing roads makes commutes worse which changes how one decides which job is better, meaning that people may choose closer but worse jobs because overall the improvement to the commute is worth the change. I have no clue how one would go about measuring all of these factors.
