It was sort of, but you also had pretty direct access to 3 PCI Express slots, 4 pretty standard drive bays (with pretty enclosures), and 4 or 8 memory slots (depending on 1 or 2 CPUs).
I'm just guessing by modular design they're talking about something much more complex and unique.
