I think social pressure plays an important role. People are more likely to protect the environment if that is common behaviour in their locality and social group. Policy like this is often more reactive to changing attitudes rather than being just a stick. I would love to see some data on social attitudes towards the environment. Are people starting to dislike big dirty cars?
