While I agree that the person that is using the word "magic" might often do so for the reason that you say, I think it is better to state it as "an implementation detail" rather than using the word "magic". Not because you and I don't understand what is meant but because by using that word we give power to the idea that something is beyond comprehension when that is not what we meant.
