Women have always (since joining offices and not being exclusively secretaries/assistants) been represented in high numbers in HR departments. This may be a continuation of that trend.
Is there anything nefarious going on? Companies are hiring recruiters, female or otherwise, who can and want to work for them. People that can get leads into the door, male, female, gay, straight - the companies just want people who can do the work they want done for what they're willing to pay. Companies that care about diversity numbers are happy to hire women for jobs they can do, and many are fully able to do recruiting.
Tech / start ups as an industry and type of company is what more and more people are aspiring to join as a first or next career. Software is eating the world. People want to either have a stable, comfortable life or have a shot at making lots of money. Tech companies seem like a reasonable path for either goal.
Lastly, attractive salespeople were viewed as being more trustworthy, likeable and having better communication skills. All else being equal, an attractive recruiter might have an easier time getting people to trust them more and like them more, which are important qualities for recruiters.
