regulation enforcement is both extremely expensive and unfashionable. we simply can't afford sufficient levels of policing. and, sometimes, elected leaders openly endorse defiance of regulations. it makes a politician look courageous and important. behavioral constraints are out. freedom is in. we just have to get used to it.
