I use a VPN and agree it's a solution, but imagine this same line of thinking were applied to telephone lines. What if tomorrow, we removed all regulation preventing telephone providers from scraping your conversations or selling them to the highest bidder. How fast would the market be able to respond, and what kind of damage would be done in the meantime? We regulate based on the public interest. It was in the public interest to place limits on telecom. I don't see any reason to treat the Internet differently.
