This does indeed sound a lot like the Broken Window Fallacy (http://en.wikipedia.org/wiki/Parable_of_the_broken_window http://en.wikipedia.org/wiki/Parable_of_the_broken_window): despite the money changing hands, having to pay to have a broken window fixed, is not good for the economy, because now people are forced to pay for costs that serve no benefit.
