I am German (and drive a car) and as per my understanding this traffic light could simply be removed with the only change necessary being a stop sign instead of the Yield sign.
The explanation given by the city (or its translation) don't make any sense to me.
EDIT: After re-reading the explanation I guess the idea is that since the crossing street shows a green light, the "opposing" street must have a red one.
