That does not seem like a good plan for Russia. Dissent is not an exception here, it is way of life. We constantly have protests, riots are fun on occasion, we sue the government when they misbehave and we have a whole movement that doubts the legitimacy of the federal government and IRS.
We succeed not in spite of this chaos, but because of it. There is no time for corruption to take hold and when it does it must produce something useful at market. The way many startups are setup they like to "move fast and break things", the rules seem to exist only as long as they are useful.
Sowing distrust in the populace of the US isn't even a good way to get a bestselling book anymore let alone execute complex international policy.
