Instead of terraforming, would it be possible to build a giant glass ceiling over most of the surface? Humans don't really need an entire atmosphere, just a few hundred feet of it. This is still infeasible now, but it seems much easier than terraforming. With robotic labor and automation, it may not even be that expensive.
