I am using bash extensively on the newest insider build (so this is coming in creators update), bash is working flawlessly. I have no problems with scaling with a combination of 4k, 1080p and 2736x1824 monitors. (It's working great, though it's true it didn't work like that a year ago) With a surface book you get hardware that's even better quality than any Apple laptop, and actually has a detachable screen I can write on (this isn't a gimmick, I'm using it daily as a software developer). No idea what you mean with saying "Windows is still a mess", maybe give an argument for that?
