I'm not entirely sure about Canada. I found some news/posts/comments on the Interwebs that lead me to believe that you can opt-out, but I'm struggling to find anything from the last 3-4 years or anything on the CATSA website. I'm flying out of Vancouver tomorrow morning, so I'll try and report back.
