Saudi Aramco is reasonably well run, because like all functional companies in Saudi Arabia, it's operated almost entirely by expat labor with a thin layer of Saudis in management and a not-so-thin slice of Saudis sprinkled throughout mostly to fulfill Saudization quotas. Government jobs, on the other hand, are 100% Saudis and function essentially as a welfare/patronage system.
