I'm in the UK. Over the last decade I've spoken to hundreds of recruiters that are looking for developers. I've never felt that any have technical knowledge. None would know what Github is, or care. They have a list of keywords and use them to search LinkedIn for candidates. If Github was one of those keywords then they'd care about it, but not enough to learn what it is.
