I can see Google/Bing thinking that this kind of traffic does not generate much income anyway, so might as well bow to the pressure and censor it.
I think they haven't fully factored in the longer term losses they might incur when people might look for, find, and switch to an alternative good-enough uncensored search engine, e.g. Yandex.
