Expecting no problems is absurd. Zero is very different from small, in terms of possibility and cost. The real issue is, how did the system react to this? How does it self-correct? This is where so much of government falls down as they close ranks around themselves, identifying with the role they have first instead of identifying with their fellow citizens. This is a natural way to be (tribal), but it is also extremely problematic.
