If you have multiple repositories, you have to set up the UI and ticketing setup in each one individually. (Although you can share a login database.) I don't know if it's been fixed by now, but back when I was using Fossil regularly there were long-standing bugs where pushing the UI and ticket configuration from one repo to another didn't work properly, so synchronising look and feel across multiple repositories was hard.
