Unless their stated goal is to further knowledge, but not too much! I'm skeptical that shady administrators actually don't care about the goals of their organization and have ulterior motives. What seems more likely is that universities are like any other large organization. Most people involved want to do a good job, but only a few are truly passionate about success. Fewer still know exactly what needs to happen for success and are able to rally others to fulfill their vision.
