I think comparing one person to other isn't best way to judge. It's exactly what's wrong with our education system too. Setting objectives and comparing against it has worked well for my team. Each member has a different style, capability and motivation for work. Challenging them on such attributes brings best out of them. For those who fall short, there needs to be a penalty off course.
