The accusation is that he used symbols of white supremacisy to rouse and inflame a base of real white supremacists into action (presumably in a way that supports trump). It's a cynical enemy-of-my-enemy play, not an announcement that Trump or his associates are themselves white supremacists. It's certainly realipolitik, but IMO it's also immoral and unethical.
