What will it do?

We don't know yet but basically WebM apparently means Web Media. The rumours suggest that it will involve a patent-royalty-free video codec based on VP8, deals with video encoding services, deals with content providers, deals with video acceleration hardware manufacturers etc. Possibly also a link to a Set-top box ("Google TV") and Videochat technology.
