It's more than that. PayPal now requires that "you agree to treat PayPal’s payment mark at least at par with other payment methods offered".
That means the seller's PayPal button and logo must be at least as prominent as any other payment method offered.
For me (a reluctant PayPal user at best), that's asking too much.
