I think the bigger change here is that you can only submit one request per day via the web portal. That makes it almost worthless. Most news organizations that file FOIA requests have to file them for multiple pieces of information from different sources. This would limit them to only making one request for a source online and then require faxing or mail for all the others. As the current FOIA system sometimes takes months for records to be released, I can only imagine how bad this will get for them going forward. :-/
