The solution is not making it harder for US citizens to move around(which is basically impossible anyway), it's making it much easier for H-1B workers to move around so everyone is on the same playing field. The ability to move quickly from company to company is not a bad thing. I don't believe it causes startups to fail, it just accelerates the process for ones that already weren't going to make it. Few people want to jump ship if they believe their startup is going to be successful. If after six months though they feel that it's not going to make it there is no reason to wait to go down with the ship.
