Speaking as someone that's been involved with a lot of hiring decisions, it ultimately comes down to who is in the pipeline when you're hiring for positions that require expertise. If you think companies should be forced to hire based on race, openly stating that people will be judged differently based on physical attributes, I welcome you to create a business and try this for yourself.
