I think there is a lot of goodwill and good intentions behind this issue, but I suspect that our understanding of it is missing something (I don't know what). And it's pretty obvious that whatever we're trying to do as an industry isn't working. I expect this state of affairs (industry wanting to do better but not improving much) to continue until something about this changes materially.
