Isn't this a temporary moratorium that's supposed to last 90 days while they get better "extreme vetting" procedures in place? I'd never suggest trusting the government or not watching what they're doing very closely, but wouldn't a lot of that money have more impact in terms of other civil liberties regarding long-term issues?
