That's really great - though I do think a web page is more inclusive. Additionally the phone-call aspect is something really cool which I hadn't thought of, but I believe the form would allow a letter to be posted directly to multiple representatives. The return address would clearly indicate "I live in your constituency" while a phone call might not have that same impact. I think there's also room to improve on the formula of TWFY like allowing an option for users to post their letters "openly" and allowing them to upload photos of the responses. Though open-source on the congress APP makes it a really exceptionally cool foundation.
