Rumor is, Trump will issue a EO that is much smarter than this bill. In particular it's supposed to replace the lottery system with a priority queue, in which priority will be determined by salary. Combined with a cap, this will lead the system to letting only the most expensive workers through. Not ideal, but better than any alternative I have heard of so far.
