This will be nice for the product companies, but expect salaries to go down a bit all around - all the (few) good programmers at the consulting companies no longer have their primary incentive to stay there - if they can't earn dollars any more they will start looking to the higher base salaries perks at the product companies. More competition will probably drive rates down.
