One of the provisions for the EU to agree to the Shield was that the Privacy Act would be extended to citizens of the EU plus certain non-EU European countries. The Shield and the Privacy Act extension goes into effect Feb 1. That said, I don't think this executive order will alleviate the concerns of ordinary European consumers giving American internet companies
