The list applies to "removable aliens" - which is a term of art. Once an alien has entered the USA there needs to be ground for their removal. This may be because you were either inadmissible originally (ie you were let in the country in error), or you are subject to expulsion for some other reason. I'm an immigrant and concerned as anyone, but its important to be clear about whats actually being said here.
