I think that the issue is how much society is willing to spend on education as a whole. Sure, if we do not want to spend more, we can have some trophy schools and lower the quality of the rest a bit further, and if we let just the good students go there, that will ensure the success of those schools even more. On the other hand we could try to get some gifted people into every school as teachers. Of course that would be much more expensive.
