Good idea, if it were mine I would make text message to cellular the standard notification feature with a fallback to e-mail only if the text message did not go through, or if the customer opted in for it instead of text. I would also try offering a 15 day free trial for the businesses and sell packages on a quarterly, 6 month and yearly basis vs monthly.
