In my opinion, perpetrators going to jail. Return the money, and you've helped the victims of one set of crimes. Set a precedence and you've potentially prevented the need to help the victims of countless crimes. Not to mention it would help to break down our tiered system of justice. That being said, I think we ought to do both and don't see why we can't or shouldn't.
