I agree, but talk about kicking yourself in the ass, when the world's coal consumption rates drop and WY isn't ready. Also I would imagine they would want to export as much of this coal as possible, by consuming it themselves they're probably making less money off of it. They may (keyword may- this may not pass) be able to manipulate their own market but doing so is going to be terrible for them in 10 years.
