I like the way he's thinking and core argument is a good one. But there's one reason it won't work: Taxes. You can't have a new country when every single economic transaction is subject to an extremely onerous 35% income tax - you still have to pay this tax even if you live in another country. There's probably still a lot of good stuff you can do though: low cost housing and transportation, just for starters.
