My guess is inertia, plus people in charge of HR/hiring processes are probably not the best-in-tuned with how developers work. So they just copied whatever they heard MS or Google or FB did at one point and just adopted it blindly- and it is stuck like that because- again- inertia. I could be wrong, of course.
