That's a simplistic application of lane discipline principle to a 7-lane road. I'm sure you aren't advocating for everyone to drive in the rightmost except when overtaking. The question then becomes one of acceptable gradient. How much faster do I need to go to warrant the use of the lane to my left? Is there a quantum? In America the accepted answers are "none" and "no". Also a 7-lane road is a terrible idea.
