I think what's chilling is the inconsistent application of the law regarding sensitive information (for example, emails). Secretary of State Clinton, who deletes government emails and communicates state secrets through her own private email server, receives no punishment, while people who blow the whistle on questionable government behavior receive maximum punishment. That lack of consistency in applying the law is what makes it unfair...for everybody.
