Tobacco taxes are incredibly regressive (they very disproportionately tax the poor). So you're essentially proposing taxing the poor in order to pay for the middle class.

They disproportionately tax smokers making smokers at least pay a portion of the additional health care costs they incur by smoking. Taxing tobacco contributes over half the effect of ensuring teens never start and smokers quit smoking.
