There are several Republican enclaves in California (particularly in rural areas) just as there are several Democratic enclaves in Texas (particularly in urban areas). I live in Ithaca, NY. That means we have a very, very liberal municipal government, gerrymandered-to-shit knucklehead (mostly) Republican legislative representation in Albany and DC, and a moderately liberal governor (Cuomo). These layers matter. But if you don't mind tyranny then by all means don't vote.
