Well, there is not that many of them. Only around 2% uploaded videos to YouTube are private (roughly 14M in the last year). Another 8% are public videos with under 1k views (50M in the last year). I do believe that YouTube is not hyper excited about these videos, but they do have some optimization techniques in place. For instance they don't automatically generate all possible video profiles up until they are not requested. By default they produce around 6, while very popular videos may have up to 40.
