If we're basing this on anecdotes, then it might save them a lot in the long run.
I work for a company that outsourced to Shenzhen and it's going really well. It's been about 3 years now and the company has saved a lot of money.
Of course we didn't just go for the cheapest option. We pay a good salary for a programmer in China. We also had to change some ways of working with a remote team, but it was definitely worth it.
