Android isn't Linux in any sense that is meaningful to users because you are locked into a Google-ized JVM that only sees the world through Google APIs.
Google wants to run Android apps (rather than Linux apps) because they control that platform as their own walled garden. For example, a huge number of Android apps depend on Google Play Services and other Google-specific dependencies. It appears that Google never insisted on everything running in the browser, just that everything runs in their walled garden, and Android is also a part of that.
