I would not suggest Germany or (german) Switzerland to people that don't speak german.

  Studying another language is part of leaving your comfort zone. People can start with the several apps available today, they don't even need to go to an actual class.

  Why not? Besides UK and Malta, what other non-English speaking country would you recommend? The Netherlands? I don't think the difference is very big and Germany and Switzerland have such great need for skilled engineers, they won't often require German for an IT position.

  Lot's of people do that, at least in Berlin. There's about 30k Americans (or Americans+British - don't remember) there. Where I'm from we call that a small city.
