Honestly there has been a few times in my entire life I've checked the weather report for guidance on how to dress. Every single time I've been burned and ended up dressing inappropriately. However, I don't really use an umbrella because I never had one growing up so I guess if you wanted to make sure you weren't caught in the rain without one you'd have to check the weather report.
